Graduated with honors in Economics and Commerce from the University of Bari, is a full professor of Applied Economics since 2015 at the same University, where he holds the chair of Market Economics and Regulation and Transport Economics. He has studied and stayed as a visiting professor at various Universities (Antwerp, York, Cardiff, Toulouse, Dublin, Baruch College - New York). He is registered in the Register of Official Auditors and Independent Evaluation Bodies (III category-Monocratic), and has gained significant experience as a scientific expert of public companies and local authorities and as a High-Qualification Expert for the Ministry of Infrastructure and Transport (STM) and for the Ministry of Economy and Finance (NARS). Since November 2023, he has been an Expert Member of the Steering and Coordination Committee for PNRR Interventions - Puglia Region. He has also been an expert for the OECD, ITF, and UNCTAD. He has developed academic and managerial skills in the field of transport and network infrastructure - particularly with reference to air, maritime, rail, and road transport - and has extensive experience in the regulatory sector. He has coordinated numerous research projects also on issues related to energy, environment, logistics, and tourism. Since 2014 he has been a member of the Board of Directors and endo-board committees of Exprivia SpA, a listed company specialized in information technology and the digital world and services (defense, energy, transport and public utilities, health, satellites). He was a board member of ENAC from 2016 to 2020 and from May 2020 to April 2023 he was a member of the Board of Directors of Enav SpA and a member of the Sustainability Committee. He is President of the OIV (Monocratic) of the Eastern Adriatic Sea Port Authority (since 2017 to June 2024) and since January 2024 he is President of the OIV (Monocratic) of the Eastern Ligurian Sea Port Authority. He is a substitute member of the Board of Statutory Auditors of Bacini di Palermo and Isotta-Fraschini of the Fincantieri Group (since 2014). From 2016 to 2022 he was President of the Evaluation-OIV Core of the University of Padua and since 2020 he has been a member of the Evaluation-OIV Core of the University of Bologna. She was President of the SIET - Italian Society of Transport Economics and Logistics (2016-2022) and President of the CONVUI - National Council of Evaluation-OIV Cores of Italian Universities (2015-2022). He coordinates important scientific projects at national and European level and is Scientific Referee for the University of Bari of the PNRR-PE9 GRINS project (Spoke 7-Territorial Sustainability) for a total budget of over €17 million. She is the author of over 150 publications, many of which in the main international sector journals.
